OTTO heavy sound issue

I've attempted to use the custom sound setting several times, however it always seems to give me the default beep. I've tried using multiple sound files in both mp3 and wav format, but nothing seems to work. If I change it to one of the other non-custom sounds, those work fine. I'm just not certain what the issue is.
